Formation of the RCR Working Group - August 2006

WORKING GROUP ON THE STUDY OF RECOGNITION, COMMEMORATION AND RECONCILIATION OF ALL VETERANS OF THE WORLD VETERANS FEDERATION

On the initiative of the President and after approval by the Executive Board of the World Veterans Federation(WVF), a special working group has been established to carry out a study on recognition, commemoration and reconciliation of all veterans in those countries that have organizations/federations that have membership with the WVF.

Members of the Working Group:
Lt Gen D.P. Knobel (Rtd.) Republic of South Africa Chairman
Prof/ Dr M Chilczuk Poland Member
Anthony Chan Singapore Member

Aim of the Working Group

· to identify regions and countries in which a real problem exists with regard to the principles of recognition, commemoration and reconciliation,
· to collate and analyse all collected data with the view to determine the extent of the problem and to formulate principles and guidelines for promulgation to the Executive Board and the General Assembly,
· to present the findings and recommendations of the Working Group to the Executive Board and the General Assembly in December 2006,
· to promulgate the accepted principles and guidelines for distribution amongst all member associations/federations in order:

o to promote the building of dialogue, understanding and trust between former belligerents, and the preparation of communities and societies for life in peace,
o to promote respect for human rights, fundamental freedoms and international humanitarian law, as set forth in international instruments,
o to encourage recognition of the rights and dignity of all military veterans regardless of whether they were allies or former belligerents,
o to honor the dead on both sides of the battle in dedicated commemoration services,
o to encourage a process of reconciliation between members of previous opposing forces in a spirit of mutual respect and understanding,
o to ensure sustainable development, social progress and international solidarity of all veterans in the specific region or country,
o to support the reintegration of all (war) veterans and victims of war in their respective communities, for the improvement of their living conditions and for the accessibility of the man-built environment.
